The States, Global Citizen Diplomacy, and the National Guard State Partnership Program

Professor Antonia Y. Schleicher was invited by Wisconsin Lt. Governor Lawton, to participate at the States, Global Citizen Diplomacy, and the National Guard State Partnership Program on August 17, 2010. This  was a meeting of stakeholders from the Departments of State and Defense, US Agency for International Development, the National Governors Association, Wisconsin National Guard and the University of  Wisconsin-Madison, convened by Lt. Governor Barbara Lawton, to discuss the National Guard’s State Partnership Program and its role in citizen diplomacy.


Participants at this meeting explored ways in which the National Guard Bureau’s State Partnership Program (SPP) could better serve to effectively transform citizen soldiers into prominent citizen diplomats abroad and here in the US. The SPP is emblematic of the deep value of citizen diplomacy – personal and community connections that enrich Americans’ understanding of other cultures and create a durable fabric of relationships that endures even when there are disruptions at the highest levels of diplomacy.
